Jeff Edwards is the Director of Kentucky Protection and Advocacy. He has a professional history of representing children and adults with civil rights violations related to the areas of special education, Americans with Disabilities Act, and the Olmstead decision.

This seminar provides an orientation of disability policy from a national and Kentucky perspective. Key provisions and opportunities connected to recent federal legislation like the Workforce Innovation Opportunities Act, the Every Student Succeeds Act, and the ABLE Act will be explored. The seminar will address the approach that the Supreme Court of the United States has taken in the area of disability rights, both in terms of Constitutional rulings and interpretation of key disability laws on a wide range of issues, and the implications of the current Supreme Court Justice vacancy for the disability community. At a state level, policy implications around Kentucky’s 2016 legislative session will be discussed. Participants will learn about strategies for influencing policy development and implementation at the federal and state levels.

Learning Objectives:

  1. Describe key provisions of recent federal and state legislation.
  2. Discuss the approach that the U.S. Supreme Court has taken in the area of disability rights.
  3. Identify strategies for influencing policy development and implementation at the federal and state levels.
