{"id":809,"date":"2026-02-18T17:55:23","date_gmt":"2026-02-18T22:55:23","guid":{"rendered":"https:\/\/hdi.uky.edu\/setp\/?page_id=809"},"modified":"2026-08-24T10:17:45","modified_gmt":"2026-08-24T14:17:45","slug":"supported-employment-funding-ovr-to-1915c-waiver-supports","status":"publish","type":"page","link":"https:\/\/hdi.uky.edu\/setp\/supported-employment-funding-ovr-to-1915c-waiver-supports\/","title":{"rendered":"Supported Employment Funding &#8211; OVR to 1915(c) Waiver Supports"},"content":{"rendered":"\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-79ee9a2\" id=\"when-does-this-happen-and-for-whom\" data-block-id=\"79ee9a2\"><style>.stk-79ee9a2 .stk-block-heading__text{font-family:\"Inter\", Sans-serif !important;}<\/style><h2 class=\"stk-block-heading__text\">When Does This Happen and For Whom?<\/h2><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">This occurs when&nbsp;OVR&nbsp;funding is not&nbsp;available.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This typically happens after someone has received Supported Employment (SE) services through the&nbsp;OVR&nbsp;and the supported employment agency has reached the end of any OVR hourly payments for this service. \u202f\u202fThis may also happen if someone applies for OVR services and is put on a wait list due to&nbsp;Order&nbsp;of Selection.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If one has received SE services through OVR, you can switch to Medicaid waiver dollars for:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Supported employees under age 25: after the final Extended Services rate is paid and the OVR case is closed. <\/li>\n\n\n\n<li>Supported employees over age 25: once the Employment Stability Assessment form is approved.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-026f859\" data-block-id=\"026f859\"><style>.stk-026f859 {height:0px !important;}<\/style><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">If someone has applied for OVR since May of 2025 and&nbsp;been&nbsp;put on a wait list,&nbsp;you can begin supported&nbsp;employment&nbsp;with Medicaid&nbsp;Waiver&nbsp;dollars.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If someone\u00a0wants\u00a0to find a job,\u00a0you can begin supported employment with Medicaid Waiver dollars\u00a0once the individual has scheduled an appointment with OVR to\u00a0complete the application process.\u00a0While not\u00a0required, you can use\u00a0<a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fkcc.ky.gov%2FVocational-Rehabilitation%2Fstaff%2Fstaffresources%2FDocuments%2FOVR%2520Forms%2FApplication%2FOVR-1-Referral-for-OVR-Services-v4.pdf&amp;data=05%7C02%7Cchelsea.bocard%40uky.edu%7C72e06859d4524e0f944808df01e9e955%7C2b30530b69b64457b818481cb53d42ae%7C0%7C0%7C639231776351728105%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=PaLxCQU7PxkOoUOrNVa1V%2B30U4rexo5D%2B8tZ1hw1KJg%3D&amp;reserved=0\">OVR\u2019s Referral Form<\/a>\u00a0to refer someone for application.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-358a49c\" id=\"what-do-i-need-to-do\" data-block-id=\"358a49c\"><style>.stk-358a49c .stk-block-heading__text{font-family:\"Inter\", Sans-serif !important;}<\/style><h2 class=\"stk-block-heading__text\">What Do I Need to Do?<\/h2><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">When requesting to bill <strong>any <\/strong>supported employment services through the Michelle P. Waiver, Supports for Community Living Waiver, or Acquired Brain Injury Waiver:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Employment Specialist and Case Manager will need to complete the <a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2026\/04\/Coordination-of-Funding-Information-Submission-Form.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Coordination of Funding Information Submission Form<\/a>&nbsp;\n<ul class=\"wp-block-list\">\n<li>Email this form (as an editable document) to <a href=\"mailto:DDID.SupportedEmployment@ky.gov\" data-type=\"mailto\" data-id=\"mailto:DDID.SupportedEmployment@ky.gov\" target=\"_blank\" rel=\"noreferrer noopener\">DDID.SupportedEmployment@ky.gov<\/a><\/li>\n\n\n\n<li>If you do not want to email an editable document, upload it to the Medicaid Waiver Management Application (MWMA) and email\u202f<a href=\"mailto:DDID.SupportedEmployment@ky.gov\" target=\"_blank\" rel=\"noreferrer noopener\">DDID.SupportedEmployment@ky.gov<\/a>. Please let them know the case number and that it has been uploaded.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Case Manager and Employment Specialist will receive the Coordination of Funding Responsibility Determination and Individual Plan.&nbsp;This Plan will&nbsp;indicate&nbsp;units authorized on the Person-Centered Service Plan for all supported employment services.&nbsp;For guidance, review the\u202f<a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2026\/07\/Understanding-the-Coordination-of-Funding-Responsibility-Determination-and-Individual-Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Understanding the Coordination of Funding Responsibility Determination and Individual Plan<\/a>.&nbsp;<\/li>\n\n\n\n<li>If denied or an LOI is received, you may reach out to\u202f<a href=\"mailto:DDID.SupportedEmployment@ky.gov\" target=\"_blank\" rel=\"noreferrer noopener\">DDID.SupportedEmployment@ky.gov<\/a>\u202fwith questions or concerns.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">If requesting Long-Term Support units:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ensure&nbsp;the\u202f<a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2024\/10\/Extended-Services-Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Extended Services Plan<\/a>\u202f(if recently completing OVR supported employment) or a\u202f<a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2026\/07\/Supported-Employment-Long-Term-Support-Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Long-Term Support Plan<\/a>\u202fis current in MWMA. You may receive a response and be&nbsp;advised to contact&nbsp;OVR to reapply for services or to add Long-Term Support to the Person-Centered Service Plan.&nbsp;Note: The Authorization of Long-Term Supports is valid for the job listed on the\u202f<a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2026\/07\/Supported-Employment-Long-Term-Support-Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Long-Term Support Plan<\/a>\u202f(or initial Extended Services&nbsp;Plan).&nbsp;If the individual changes jobs, complete a\u202f<a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2026\/04\/Coordination-of-Funding-Information-Submission-Form.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Coordination of Funding Information Submission Form<\/a>\u202fand follow the guidance given to change the Prior Authorization (PA).&nbsp;<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-b88ca4b\" data-block-id=\"b88ca4b\"><style>.stk-b88ca4b {height:0px !important;}<\/style><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>While on an OVR wait list:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Waiver services are prior authorized on a yearly service plan basis.&nbsp;<\/li>\n\n\n\n<li>The&nbsp;initial&nbsp;prior authorization will be effective until the end of the person\u2019s plan year.&nbsp;<\/li>\n\n\n\n<li>If OVR services are still unavailable&nbsp;(not yet removed from wait list)&nbsp;at the beginning of the next plan year, the person may continue waiver-funded services.&nbsp;<\/li>\n\n\n\n<li>When OVR services become available, the person must transition to OVR-funded services.&nbsp;\n<ul class=\"wp-block-list\">\n<li>Once moved to OVR funding, Supported&nbsp;Employment services (Person-Centered Job Selection\/Discovery, Job Development, and\/or Job Acquisition &amp; Stabilization)&nbsp;will be removed from the Person-Centered Service Plan and treated as a non-waiver service until&nbsp;the&nbsp;person reaches Long Term Supports.&nbsp;&nbsp;<\/li>\n\n\n\n<li>OVR does not fund Long Term Supports. If the person is already receiving Long Term Supports, there is no need to transition to OVR&nbsp;funding.&nbsp;&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-41c097e\" id=\"scl-waiver-participant-unit-allowances\" data-block-id=\"41c097e\"><style>.stk-41c097e .stk-block-heading__text{font-family:\"Inter\", Sans-serif !important;}<\/style><h3 class=\"stk-block-heading__text\">SCL Waiver Participant Unit Allowances:<\/h3><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Person Centered Job Selection: \n<ul class=\"wp-block-list\">\n<li>New Person-Centered Employment Plan \u2013 up to 120 units over not more than 4 months or the end of the person\u2019s plan year, whichever comes first. Remaining units may be requested with the person\u2019s new plan.<\/li>\n\n\n\n<li>Revised Person-Centered Employment Plan &#8211; up to 60 units over not more than 2 months or the end of the person\u2019s plan year, whichever comes first. Remaining units may be requested with the person\u2019s new plan. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Job Development: \n<ul class=\"wp-block-list\">\n<li>Up to 90 units over not more than 4 months or the end of the person\u2019s plan year, whichever comes first. Remaining units may be requested with the person\u2019s new plan. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Job Acquisition with Support &amp; Stabilization: \n<ul class=\"wp-block-list\">\n<li>Up to 800 units over the span of time necessary for the person to reach proficiency in their job or the end of the person\u2019s plan year, whichever comes first. Remaining units may be requested with the person\u2019s new plan. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Long Term Support: \n<ul class=\"wp-block-list\">\n<li>Up to 24 units per month<\/li>\n\n\n\n<li>If you need more than 24 units per month: \n<ul class=\"wp-block-list\">\n<li>The <a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2024\/10\/Extended-Services-Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Extended Services Plan<\/a> (or <a href=\"https:\/\/hdi.uky.edu\/setp\/wp-content\/uploads\/sites\/6\/2026\/07\/Supported-Employment-Long-Term-Support-Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Long Term Support Plan<\/a>) must include full justification for the additional units as well as a fading plan for the additional units that follows a reasonable plan to reach 24 units or less per month.<\/li>\n\n\n\n<li>With units exceeding 24 per month, the plan duration of the prior authorization must not exceed six months or the end of the person&#8217;s plan year, whichever comes first.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-73c685f\" data-block-id=\"73c685f\"><style>.stk-73c685f {height:25px !important;}<\/style><\/div>\n\n\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-d642280\" id=\"michelle-p-and-abi-supported-employment-unit-allowances\" data-block-id=\"d642280\"><style>.stk-d642280 .stk-block-heading__text{color:#0033a0 !important;font-family:\"Inter\", Sans-serif !important;}<\/style><h3 class=\"stk-block-heading__text has-text-color\">Michelle P. and ABI Supported Employment Unit Allowances:<\/h3><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">These waivers do not have individual unit allowance limits. Keep in mind these waiver services, alone or in any combination, shall be limited to forty (40) hours per calendar week.
